The US Energy Information Administration (EIA) has announced that in 2020, 3.7% of single-family homes in the US generated electricity from solar. However the percentage on a regional basis varies widely with the west at 8.9%, northeast at 4.7%, south at 1.7% and midwest at 1.4%.

Have we reached a tipping point? In certain states, the answer is yes but many others are further away from mass adoption. The Inflation Reduction Act will accelerate the adoption of solar by homeowners across the country, moving us closer to the tipping point in many states.

New Jersey proposes energy storage incentives to reach 2GW deployment target

The New Jersey Board of Public Utilities has proposed policies to promote and incentivize the installation of batteries. Split between essentially large scale and small scale batteries, the program will provide incentives to residential battery owners based on the ability of a utility to operate the battery to both stabilize and provide power to the grid.

Most tend to think of batteries as being able to provide backup power to a home in the event of a power outage. While this is certainly one of the major functions that batteries provide, batteries can provide other value to the grid and grid operators – for example injecting power into the grid to stabilize it or to reduce spikes in electricity demand.

Programs that harness the power of many small residential batteries, known as virtual power plants (VPPs), are currently being piloted. We believe that in the future, most homes will have a battery and be subscribed to a VPP program that will allow homeowners to buy or sell electricity, but also to be compensated by the grid operator in return for use of their battery to help stabilize the grid.

The New Jersey Board of Public Utilities has proposed a number of policies to incentivise the deployment of standalone energy storage, to help hit a 2GW target.

The US state has statutory mandates for deployment, of 600MW by the end of 2021 and 2,000MW by 2030, though only 497MW has been deployed and 420MW of that is a pumped hydro facility (as fas as the Board is aware).

But, it said, energy storage investments that would save bill-payers money often do not get built because developers “…generally can only monetise a fraction of the benefits they produce”.

The Board is proposing to create separate energy storage programmes creating incentives for front-of-meter (FTM) and behind-the-meter (BTM) energy storage projects connected to New Jersey’s electric distribution companies (EDC).

The incentives will only apply to projects going online after the programme is implemented. FTM and BTM are being grouped into two market segments; Grid Supply and Distributed/Customer Level, respectively.

At least 30% of the incentive will be in the form of a fixed annual incentive, paid in US$/kWh of energy storage capacity continent on up-time performance metrics, the Board said.

It will be established through a declining block structure to establish a market-based incentive while also providing the industry clear insights into the incentive value for energy storage resources. There will be different pricing structures for each market segment.

The remainder of the incentive programme will be a pay-for-performance mechanism.

For Grid Supply projects, payment will be based on the amount of carbon emissions abated through operation of the energy storage device. This will be calculated using the marginal carbon intensity of the wholesale electric grid (set by grid operator PJM) at the time the energy is discharged, minus the carbon intensity of the energy drawn during the charging interval.

In essence, this means the more renewable load shifting that the energy storage unit does, the more it will be paid. While energy storage units today do as much as 6GWh of load shifting a day in the California market as of February, little of this has been shifting renewables.

For the Distributed/Customer Sited segment, payment will be based on the successful injection of power into the distribution system when called upon by the EDC during certain performance
hours. A portion of the Distributed storage incentive will also be reserved for projects located in or directly serving overburdened communities.

Eligibility for the incentive programmes will be technology-neutral and based only on meeting functional
requirements in a cost-effective manner, the Board added.

The Board is also proposing that private investors be allowed to own and operate the energy storage devices, allowing them to stack revenues from multiple sources.

These would include the wholesale electricity market for Grid Supply projects and, for the Distributed segment, utilising energy storage to actively manage their energy usage to reduce electricity costs or to participate in a Distributed Energy Resource (DER) aggregation service.

The programme is designed to provide ratepayers in the state with a variety of benefits, the Board said. These include carbon savings, hosting capacity improvements and improving system resilience.

New Jersey grants will help 46 communities make clean energy plans

46 municipalities have been approved to receive $820,000 in grants to make solar more accessible to overburdened communities. New Jersey defines overburdened communities based on income, percentage of minorities and English language speaking proficiency.  These grants will help municipalities develop clean energy plans primarily via community solar. The New Jersey Board of Public Utilities (NJBPU) today approved Community Energy Plan Grants (CEPG) for 46 municipalities throughout New Jersey, totaling $820,000. In late 2021, the Board redesigned the program to incorporate a greater emphasis on equity and overburdened municipalities. The redesigned program also simplified the grant application process and reduces barriers to program utilization.

The CEPG program empowers local communities to create community energy plans that align with the State’s Energy Master Plan, the roadmap to reaching Governor Murphy’s goal of 100% clean energy by 2050. The program encourages communities to create localized community energy plans to combat climate change with a specific focus on equitable access, energy resilience, renewable energy and efficiency.

“Municipalities have tremendous authority over our energy future,” said Randall Solomon, executive director of Sustainable Jersey. “We are grateful for the opportunity to partner with the Board of Public Utilities to create a program that helps municipalities comprehensively identify and implement strategies to address climate change and build a sustainable energy future.”

Sustainable Jersey will be providing technical assistance to grant applicants and in the creation of community energy plans for overburdened municipalities.

There are two grant award levels in the redesigned program. All municipalities are eligible for $10,000 awards. However, overburdened municipalities are eligible for a larger award of $25,000, as well as enhanced support, including technical assistance to develop and submit an application and assistance in creating a plan if a grant is awarded. Overburdened municipalities were defined using both the Department of Environmental Protection’s “Overburdened Community” census tract data and the New Jersey Department of Community Affairs’ Municipal Revitalization Index.

In awarding the grants, the Board found that the 46 municipalities all submitted complete applications and thus were eligible to receive a grant. Overall, 24 of the 46 approved applications are from overburdened municipalities. By redesigning the grant program, the Board was able to increase access to communities who historically have had a low participation rate in State clean energy initiatives and move closer to reaching Governor Murphy’s clean energy goals.

New Jersey Solar Market Exceeded 150,000 Installed Systems in 2021

With 13,800 new solar installations, a record amount of solar capacity in the development pipeline, the state’s community solar program being made permanent and positive progress on the state’s renewable and energy policies, solar will continue to grow for years to come.

The New Jersey Board of Public Utilities (NJBPU) reports that the state’s solar market surpassed 150,000 installed systems in 2021. Despite ongoing challenges from the COVID-19 pandemic, over 13,800 solar installations commenced commercial operations in New Jersey in 2021, totaling more than 305 MW DC and contributing to a statewide cumulative capacity exceeding 3.8 GW, providing power for over 150,000 New Jersey homes and businesses. A record of over 1.6 GW of projects in the pipeline provides assurances of continued strong development over the coming year.

“After a tremendous year, the future is especially bright for solar energy in New Jersey, and that’s because of our emphasis on working collaboratively with stakeholders to develop policies that advance our ambitious clean energy goals while supporting overall market health,” says Joseph L. Fiordaliso, NJBPU’s president. “By modernizing our solar programs over the past year and maintaining our focus on ratepayer affordability, we are ensuring the strength and long-term viability of New Jersey’s thriving solar industry. We are also looking ahead to the development of new programs for grid-scale and dual-use solar, as well as a permanent program for community solar.”

New Jersey’s solar market achieved various major policy milestones throughout 2021, including transitioning from the state’s legacy Solar Renewable Energy Certificate (SREC) market to a new long-term incentive through the Successor Solar Incentive (SuSI) Program. The SuSI Program is comprised of a competitive incentive for grid supply and net-metered projects greater than 5 MW, and a fixed incentive primarily for net-metered projects under 5 MW and community solar projects. Board Staff will continue its stakeholder engagement over the coming months to define the competitive process. Once fully implemented, the SuSI Program is anticipated to provide incentives to twice the amount of annual installed solar, at approximately half the per-MWh cost to ratepayers.

The Transition Incentive (TI) Program, which closed to new registrations on August 27, 2021, set a new record with over 12,570 projects in the pipeline seeking incentives for over 1,600 MW DC of capacity. This includes the 105 new community solar applications granted conditional approval to participate in Program Year 2 of the Community Solar Energy Pilot Program. These community solar projects represent 165 MW DC in planned capacity, more than twice the amount of capacity approved in Program Year 1.  Additionally, 18 “subsection (t)” projects proposing to construct more than 365 MW DC on brownfields and landfills submitted applications for conditional certification before the August 27 deadline. The board will consider these applications for approval into the TI Program pipeline in 2022.

In 2021, the board also initiated a Grid Modernization Proceeding to engage stakeholders on current distribution grid interconnection policies and processes, and to solicit ideas for potential improvements to enable faster grid modernization and higher levels of distributed energy resource (DER) integration.

Staff expects another busy year in 2022 as the board works to develop and launch several new solar programs, including the SuSI Program’s Competitive Solar Incentive (CSI) Program for grid supply and large net-metered solar, a Dual-Use pilot program, and a permanent community solar program.

In July 2021, Gov. Phil Murphy signed both the Solar Act of 2021 (Solar Act, L. 2021, c. 169), which sets a framework for ongoing growth in the grid supply, net-metered and community solar markets, as well as the Dual Use Solar Act (L. 2021, c. 170), which directs the board to establish a pilot program for installing solar on unpreserved farmland while maintaining active agricultural or horticultural operations. Throughout 2022, and in close collaboration with the New Jersey Department of Agriculture and the New Jersey Department of Environmental Protection, the board will conduct robust stakeholder engagement to gather input from New Jersey solar market participants on the implementation of both laws.

The board anticipates future stakeholder engagement and program rollout, including the Competitive Solar Incentive Program with Staff Straw Proposal in spring 2022 and the first solicitation planned to occur prior to the end of the year. For the Solar Siting Criteria for CSI Program, the Staff Straw Proposal is expected in spring 2022 while the Permanent Community Solar Program will have the Staff Straw Proposal in spring 2022 and planned permanent program established in 2022. Finally, the Dual-Use Solar Pilot Program will have the Staff Straw Proposal in summer 2022 and the first solicitation anticipated to occur prior to the end of the year.

Staff expects another busy year in 2022 as the board works to develop and launch several new solar programs, including the SuSI Program’s Competitive Solar Incentive (CSI) Program for grid supply and large net-metered solar, a Dual-Use pilot program, and a permanent community solar program.

In July 2021, Gov. Phil Murphy signed both the Solar Act of 2021 (Solar Act, L. 2021, c. 169), which sets a framework for ongoing growth in the grid supply, net-metered and community solar markets, as well as the Dual Use Solar Act (L. 2021, c. 170), which directs the board to establish a pilot program for installing solar on unpreserved farmland while maintaining active agricultural or horticultural operations. Throughout 2022, and in close collaboration with the New Jersey Department of Agriculture and the New Jersey Department of Environmental Protection, the board will conduct robust stakeholder engagement to gather input from New Jersey solar market participants on the implementation of both laws.

The board anticipates future stakeholder engagement and program rollout, including the Competitive Solar Incentive Program with Staff Straw Proposal in spring 2022 and the first solicitation planned to occur prior to the end of the year. For the Solar Siting Criteria for CSI Program, the Staff Straw Proposal is expected in spring 2022 while the Permanent Community Solar Program will have the Staff Straw Proposal in spring 2022 and planned permanent program established in 2022. Finally, the Dual-Use Solar Pilot Program will have the Staff Straw Proposal in summer 2022 and the first solicitation anticipated to occur prior to the end of the year.
